Abstract

The increase in organized crime in Brazil undoubtedly causes numerous harms to society and tackling them is one of the most urgent agendas among public security agencies. Even considered a recent event in Brazil, which emerged in the late 1970s, criminal organizations continue to grow rapidly, with a capacity for expansion greater than the capacity of the state to stop them. Several laws have been reformulated in order to create solid elements to combat criminal factions. However, organized groups such as the Comando Vermelho (CV) and the Primeiro Comando da Capital (PCC) continue to expand their territories and recruit people, especially those living in situations of social vulnerability, promising safety, protection and profits, in exchange for loyalty. and execution of the most diverse illicit activities. The expansion of these groups is attributed to the increase in the consumer market for narcotics, especially cocaine, and despite the vulnerability of Brazilian borders. The present work establishes a relationship between drug trafficking and the activity of criminal factions, on the border of Mato Grosso do Sul with neighboring countries, as well as the domain of border territory. In this sense, it was verified the challenges of the State's action and the confrontation of the problem on the border of Mato Grosso do Sul with Paraguay, in effect, being the basis of generalized interest, since it is considered a social problem that deserves particular attention both in the penal and sociocultural context.
