This article proposes an analysis of the development process of the Brazilian Amazon, in its different stages of economic development, seeking to demonstrate the relationship between the disordered and exploratory process and the problems faced in the current region. For this analysis, bibliographic methodology was used, associated with the study of specific cases, especially public security operations, carried out in the region. The scarcity of material and human resources in this region of continental dimensions, due to the housing disorder, demonstrates that there is an urgent need for protection and development of the region, to guarantee its security and defense. This shortage certainly impacts directly the institutions that operate in the region. These tasks are planned in their unique organizational misses that affect aspects related to security, defense and development and that, in general, find significant obstacles to their efficiency, effectiveness and effectiveness, against the historical problems of the area. As possible solutions to this scarcity of resources, joint actions involving different public security institutions in the Amazon will occur in an isolated manner and over a long period of time. They yield good results, however, within a space line when they are in force, being able to serve as prototypes for effective policies. These joint actions make it possible for the institutions to confront historical problems that are only potentiated by the foreign knowledge of the riches of the Amazon.
