Abstract

Border security is a multifaceted reality, in which local issues are closely related to national, regional and international issues. Therefore, this work will resolve border security issues from the perspective of the axis of bilateral relations Brazil-Paraguay and Brazil-Uruguay, whose analytical framework is the debate on the composition of new threats in the border area and the form of cooperation against these threats. Bearing in mind that all countries are full members of the Southern Common Market, its demarcation can be analyzed for national border security strategies applicable at the regional level, and its importance in the political, economic and strategic context of the Southern Cone. Furthermore, given the porosity of Brazil's borders, the analysis of new threats in the context of regional integration questioned traditional methods and policies that did not consider these new trends. In this case, the central question of the guidance document is: how does Brazil's response to border security challenges affect cooperation and integration with Paraguay and Uruguay? The central argument is that Brazilian measures to promote border security reflect the increasingly close ties between national defense and public security, which has led the sector to closer cooperation, but this is affected by the strong asymmetry of resources and the existence of security between them. The use of international relations theories, official documents and data, combined with unique business research and policy research on border security, will be used to support this argument and challenge it.
