This article analyzes the historical context that led to the Pilot Project of the Integrated Border Operations Center (CIOF), highlighting the key factors that influenced the choice of its host city. The analysis covers the period beginning with the implementation of the project while also considering relevant preceding elements. The research was based on scholarly works, articles, published reports, and a semi-structured interview with the Center’s founder. The article examines the security failures in the United States that contributed to the lack of prevention or mitigation of the September 11, 2001 terrorist attacks—the deadliest in history—and how the creation of Fusion Centers emerged as a solution. In relative terms, Brazil faces similar challenges, particularly due to its vast territorial extension, which presents serious public security issues. Inspired by the principles of the U.S. Fusion Centers, the CIOF emerges as a significant initiative to promote database interoperability and integration among Public Security Agencies (OSP) and law enforcement bodies. The research draws on multiple sources, including questionnaires applied to agents directly involved in the consolidation of the CIOF in Foz do Iguaçu, documentary references from computer networks, and historiographic consultation. Through data triangulation, the study demonstrates the political articulation and the cultural dynamics of the Tri-Border Area as a strategic setting for national security, identifying convergences and divergences surrounding the decision to implement the Fusion Center model.
