CHALLENGES FOR IMPLEMENTING AN INTEGRATED CRITICAL COMMUNICATION MODEL

Critical radio communication is an important tool for the performance of police activity. Due to the nature of the messages conveyed by this means, it is necessary that the communication system meets minimum criteria: it must be safe, have disciplining rules for the flow of information, it must be resilient to failures, even in the most inhospitable places where it does not there are other means of communication. Ideally, critical radio communication would enable the mobilization and coordination of security forces to contain and control crisis events where necessary, cooperation between the various public security agencies.
However, the materialization of a critical radiocommunication system involves high costs of implantation, maintenance and expansion of the networks aiming to cover large territorial scales. This cost is borne by the taxpayer and it is up to the Government to direct investments efficiently. Radio communication dates back to the telegraph era and its technology has not stopped evolving, it has specific legislation, specific market rules for telecommunications and even so, the accelerated development of this technology threatens, in the near future, to remodel the way this service is provided.
